New European legislation, known as REACH, which covers the use of chemicals, came in to effect from June 2007.
As all apparel and textile products contain chemicals, REACH could significantly affect all those involved in either the manufacture or the importing of garments and textiles in to the UK or the EU. REACH will also have a significant impact on the UK dyeing and finishing sector.
Through the BATC we have produced a simple guide for manufacturers and importers of clothing and textiles. It contains an outline of what businesses need to do to comply with the new rules and also includes a handy guide to dangerous chemicals currently in use in clothing and textile industry.
Dangerous Chemicals and Banned Substances
There are a number of substances that are banned or regulated when used in garment and textile production. These include certain azo dyes, nickel when in contact with the skin and formaldehyde above certain concentrations.
The first list of 15 chemicals banned under Reach include two that directly affect the fashion and textile industry. BATC has produced a guide to dangerous chemicals that may be restricted under REACH. REACH legislation only applies to dangerous chemicals covered by certain category definitions.The removal of chemicals of concern contained in other regulatory listings, which may be outside the legal REACH definition, is also required.
Companies may also consider ending the use of chemicals that are deemed to be a concern and which may be added to the banned list. Whilst this is a commercial decision it is one that is actively encouraged by BATC.
