The Climate Change Levy (CCL) is a tax on the use of energy in industry, commerce and the public sector. There are offsetting cuts in employers' National Insurance Contributions and additional support for energy efficiency schemes and renewable sources of energy. The levy was introduced on 1st April 2001.The aim of the levy is to encourage users to improve energy efficiency and reduce emissions of greenhouse gases. The levy forms a key part of the Government's overall Climate Change Programme.
In many industrial sectors there is a CCL Rebate scheme that allows companies to only pay 20% of the CCL in return for agreeing to energy reduction commitments. The UK textile industry benefits from the 80% reduction and BATC runs two schemes. One for scourers, dyers, printers and finishers that has been running since 2001. Since then this scheme has seen the industry save 300,000 tonnes of carbon.
The second scheme is open to spinners, knitters and weavers as well as some other textile processes. The second scheme was established in 2006 following the Government's decision to extend the rebate scheme to energy intensive sectors. This scheme has saved almost 20,000 tonnes of carbon in two years.
