Carbon trading allows companies who fail to meet their CCL target to buy carbon to meet the shortfall. It also allows companies who overachieve their taget to sell their excess carbon.
Carbon trading is a relatively cheap way of ensuring that you meet your CCL target and therefore continue to recieve the 80% discount.
